Is this active time (removing the time someone was discharged) or total time?
Not active time only. It is gathered by all time in TAW but considered only members that are currently in TAW (At least at the time it was typed up). Taz also mentioned it on the main post by saying: "Time in TAW is not a 100% accurate measure and doesn't take into account breaks in service."

A 2019 version has been made. I have a link to it, so it must have been shared at some occasion. It just hasn't been posted on the forums.
I'll look into doing something with it and getting it posted.
