I have a question . which crusier is the best ? i like to use the crusier so which country or flag is the best cruiser should I use ?
By the way am level 13 and I use Japanese cruiser IV .

I liked the USA tech tree i am up to IX .
But really its all on your play style.
With the American cruisers you need to look at heavy vs light cruiser. Two different play styles.
There is no "best" cruiser specifically. It's more about ships fitting certain playstyles better.
