the TLDR;
The old skills system is gone and with it the three variant requirement new players found oppressive.
Replacing it is a vast skill tree with 91 points to spend and 237 choices.
After existing players are given a refund of skill points, new skill points will cost a nominal amount of cbills and XP.
91 skill points would cost 4.5m cbills & 72,800 XP.
400xp to change an already spent node.
There is a refund system on existing modules and XP.
Quirks also bit the dust.
They are making "baseline changed" that will see IS mechs more competitive vs clan mechs. Specifically mentioning a kodiak being less awesome, RIP Kodiak.
Weapons Balance passes starting in June.

Thanks for this Hammer!! you are spot on except for the quirks. The quirks are still there especially the armour & structure quirks on the IS mechs, some weapon quirks are gone, some are still there, it depends on the mech.
For example, the Adder-D has lost it's 30% UAC jam chance reduction whereas the Dragon-5N & Cicada-3M have retained their 30% Uac jam chance reductions.
IS took the nerf bat to the thigh while the Clans took it full on to the face & that my friends was needed.
