I wouldn't agree with you, I play for Axis powers in H&G and the last war was easily won by Germany, but in the war that started this week i find it rather difficult because almost in every battle there is a number advantage towards Allies, i dont know how or why but there is always a player or two less for germany..
there loads of factors, current amout of battles, current veteran playerbase, time zone spread etc. In compared to all these years of HG, the germans remain to be in a solid position. So no they are not really struggeling overall.
I agree with you, although you need to look at the fact that there are a lot more players playing for the allies (in my opinion, i do not know the fact about it), and the number nowadays has been rising up.. which imo is going to make it much more harder for us (players playing for the german side)

the allied factions are so broke in this game its not even funny. Laggy players magical headshots ohk machineguns etc. The Germans get nerfed every update it ridiculous! it drives me up a wall.

no there is a huge problem with both the US and Russian factions tht reto refuses to fix. this game has got more cancerous cuz of those problems
