I'm not from the Quake Wars division, but I did a little research of my own regarding the issue for you. From what I can tell, Vista/Win7/Win8 have some issue where you need administrative rights to edit .DLL or PAK files? Apparently pure servers use/download these files when you connect them. Try running the game/server/etc with "admin rights"
